Indiana lawmakers have passed Senate Bill 285, a wide-ranging housing measure that includes new rules surrounding homelessness and public camping in the state.
Supporters of the bill say it is intended to address public safety concerns and connect people experiencing homelessness with services, while critics argue the measure criminalizes homelessness without creating enough housing or treatment resources. The bill requires the Indiana Housing and Community Development Authority to create eligibility standards for federal Continuum of Care housing funding and requires annual reporting from organizations that receive those funds. The legislation also makes it illegal to camp, sleep, or use public land as long-term shelter unless the area has been officially designated for that purpose.
Senate Bill 285 was signed into law in March 2026 and is scheduled to take effect July 1, 2026.
